What happens to the animation
An animation is a sequence of frames, while PNG and JPG hold exactly one picture. So a GIF or animated WebP is not "turned into a PNG" — it is taken apart: as many frames as it contained, that many files you get back, packed into an archive.
Keep in mind that a two-second GIF can hold fifty frames. If you need one particular moment, picking it out of the archive is easier than hunting for it inside the animation.
Animations do not convert into each other: there is no GIF to WebP here, or the other way round. To make an animation lighter without taking it apart, compress it — that keeps both the format and the motion.
