Where files usually go
To MP3, when the file has to open anywhere: in a car stereo, on an old player, in an editing program. MP3 plays everywhere, which is why voice messages (OPUS, OGA) and iPhone recordings (M4A) most often end up in it.
To WAV, when the sound goes on into production. The format is uncompressed — a minute of stereo runs about 10 MB — but an editor never has to decode it and never stacks a second round of compression on the first.
Worth remembering: going from a lossy format to an uncompressed one does not restore quality. A WAV made from a 128 kbps MP3 sounds exactly like that MP3 and weighs ten times more.
